| Q | Now that Oklahoma has the Service Link System to track WIA programs has there been any consideration given to a program that would interface with Job Placement Services? |

Yes! Oklahoma is in the process of completing production on the Oklahoma Job Link System. We expect that system to be up and operational within the next 6 months. |
| Q | I am having problems with “cookies” when I move from screen to screen in OSL. Can you help? |

| Q | On the trial version we had the choice of entering raw scores OR grade equivalents. Now, raw scores are mandatory (red asterisk) and one can't get past that. We need to be able to enter grade equivalents. Thanks for your help! |

When you add a math or English test score in Service Link it gives you the option of entering a "raw score" or a "grade level equivalent." If you choose "raw score" then that type of score is a required field. Instead choose the "grade level equivalent" and you will not be required to enter a raw score. |
| Q | When skills testing is input in both math and English/reading and the client scores below grade level on math but above grade level on English it won't let you put in the needs and barriers page as skills deficient-why??? |

Service link requires a Basic Skills goal be set before the Basic Skills Deficient can be selected. If case managers will set the Goal before Needs and Barriers, they should have no problem. |
| Q | As we check over the data that was imported from PACE and make corrections, I have found that adding a Programs of Enrollment to a person does not automatically update the information in the Reports section. Why does this not happen, and how can I make sure the corrections get picked up? |

| Q | In what order are the Case Managers supposed to add information into the Case Details Page? I have read the OSL Manual and it gives no indication of order. |

| Q | TEGL 7-99 says that "participants who exit from services because they are incarcerated, deceased or have a health/medical condition that prevents the individual from participating in services, should be excluded from the measures." Does this mean that the "health/medical condition" has to be their own? Would dropping from training to care for an ailing family member eliminate the from the performance measures? |

| Q | If one Workforce Investment Area has serviced and spent money on a Youth client and he/she transfers to another Workforce Investment Area, whose performance is affected when the exit occurs or the goals are reached? Does the original Area exit the client and take a possible "hit" on performance or do both Areas jointly carry the client? What about the funding spent by the original Area? |

Performance: When someone is served by two or more local areas, the area
where the individual resides would determine the local area to use for
federal reporting purposes. See TEGL 14-00 Change 1, Attachment E, page
14.
Regarding Funding: Expenditures incurred by the original Area remain with the original Area. The original Area is expected to maintain supporting documentation for all expenditures incurred by them. |
| Q | Recognizing the CLEO has sole authority to accept or reject a nomination of a WIB member, once a member is appointed does the CLEO have the unilateral authority to remove a WIB member he/she disagrees with or for any other reason or does the WIB have the power to keep or remove a CLEO-appointed member? |
| A | Your board By-laws should address under what circumstances a board member can be removed. The by-laws are voted on by the board and are usually the work of a by-laws committee. OETI 2-2002 states in section 1: "These appointing officials may remove members in accordance with the Council's/ Board’s by-laws. Several examples of why a member would be removed are listed. These are examples, and each board should have included in their by-laws reasons they agreed upon for removal of members from the board. The bottom line is the CLEO cannot arbitrarily remove a board member. There must be a documented reason, and the reason should be listed in the by-laws of the board. See OETI 2-2002. |
